Route: Kalibo ➝ Tangalan ➝ Jawili Falls
Go to Kalibo Integrated Terminal (or any jeepney terminal near Kalibo Public Market).
Ride a jeepney, van, or bus bound for Tangalan/Ibajay/Nabas.

Tell the driver you’re getting off at Tangalan Public Market.
At Tangalan town proper, hire a tricycle or habal-habal to Jawili Falls.
